TREASURER’S REPORT

·         August Reports – presented and accepted

§         2010 Home & Garden figures not yet finalized as of Sept. meeting.

 

MEMBERSHIP

·         104 total memberships prior to September WCNA Association meeting.

 

HOUSE & GARDEN TOUR COMMITTEE

·         Ticket sales appear to be down slightly from 2009; sponsorships are up.

·         $8,000 in sponsorships outstanding but expected soon.

·         Committee wrap up meeting scheduled Sept. 29 @ 6:00 p.m.

 

FLOOD COMMITTEE

 

CCW

o        City attorney has met several times with city vice and narcotics team.  Looking to establish limits and provisions for ordinance violation.  Any updates will be taken to City Council before they decide on budget.

 

PLAN COMMITTEE

 

 

UNFINISHED BUSINESS

 

·         Section 42

o        Board gathering data for Whitley Crossing group; they may be interested in helping WCNA with a Section 42 project down the road.  Any future effort on Section 42 will be brought to the Association for discussion.

o        Discussion raised on how other cities, (i.e. Indianapolis) have seen Section 42 success.

o        City of Fort Wayne applied for NSP (Neighborhood Stabilization Program) funds; but was not approved for funding.

 

·         CHDO

o        WCNA continues to work on CHDO recertification process.  It has taken longer than originally expected

o        825 W. Washington

o        No update or progress until certification process completed.

o        Several vacant homes in the 800 block of W. Washington have been broken into.

 

 

·         Local Historic District (LHD)

o        Efforts to bring more streets and homes into the Local Historic District status will require the neighborhood to bring our committee back to active status.  Looking for Volunteers – please contact Charlotte Weybright.

o        This will need to be a grass roots effort by the neighborhood. 

o        Have 2 volunteers so far.

o        Next Steps:

§         Define extended boundaries map (Fall-Winter 2010)

§         Get WCNA approval on extended boundaries (Fall-Winter 2010)

§         Prepare educational material for impacted residents (Winter 2010-11)

§         Create timeline & plan for signature requests (Spring 2011)

·         Requires a minimum of 51% of homeowners signatures in expanded area

 

 

NEW BUSINESS/ANNOUNCEMENTS

 

·         Arena Dinner Theater

o        Dave Fry spoke to association regarding Arena’s efforts to obtain a 3-way liquor license vs. using 3rd party vendors license during their performances.  Business as usual and they expect no additional traffic or impact to the neighborhood due to change in liquor license if approved.

§         Motion made by Mike Anderson that West Central support endeavor to obtain 3-way license.  Jack Stark seconded.  Motion passed.

 

·         Brick Streets

o        Jim Sack, president of Rudisill Neighborhood Association, spoke to association regarding possible funding available for refurbishing brick streets and wanted to know if WCNA was interested in pursuing efforts.

§         Motion made by Mike Anderson that West Central approves and supports removing of asphalt, restoration of existing brick streets and any findings come back to the Association before moving forward.  Jack Stark seconded.  One opposed, one abstained.  Motion passed.  

o        WCNA will send letter signed by WC president to city that we back & support effort.

 

·         Nomination Committee

o        Mike Anderson & Jack Stark are joining Larry Codding as members of WCNA Nomination Committee. Request for additional volunteers made during the meeting.

o        Nominee names and board position will be announced at the next meeting; with voting occurring at November WCNA General Association Meeting.

 

·         Additional Open Discussion:

o        CHDO – why can’t WCNA move forward on contractor bids for 825 W. Washington while CHCO certification in process?

§         Discussion:  WC should get everything back within the next week. At this point, best to wait to complete certification process and then move forward to stay compliant and not put our name out as certified to potential contractors who may bid.

o        Steve Miranda has been reaching out to the city, and not getting a response on CHDO status.
