Minutes – October 19, 2009

 

GUEST SPEAKERS

 

·         Michelle Hines of Promise House addressed issue of obtaining a variance to operate additional rehabilitation houses in area of 13-Step House

o       Hearing set for November 19, 2009 – will focus on change in genders and distance from other group homes

o       Currently 13-Step House leases the property to Promise House

o       Zoning regulation prohibits location of this type of house within 1000 feet of similar house

o       Hope House is supported solely by donations and grants and will offer GED classes, parenting classes, job training skills classes, healthy family classes, etc. to women who suffer from addictions

o       Will not accept individuals with a history of violence

o       To date, rules have focused on being tailored to the neighborhood

o       Alternative location was discussed, but current location allows Promise House to use 13-Step House facilities

o       Security guard is on duty from 12:00 midnight to 6:00 a.m.

o       The two locations – 1314 W. Jefferson and 1322 W. Jefferson – will house no more than 12 women (1314 is 2-bedroom and 1322 is 3-bedroom)

o       Residents pay rent and are sometimes helped by the Trustee’s office

·         Tom Cain of the Planning Committee presented its position in opposition to the Promise House variance

o       Facility falls under definition of a facility for treatment of a mental illness – must be at least 1,000 feet between such establishments

·         Motion was made by J. Simerman to oppose granting of variance – T. Cain seconded – motion passes with 18 in favor of motion, 2 opposed to motion, and 2 abstentions

 

OLD BUSINESS

·         LHD  - will be tabled until spring – will need to start over

·         Thieme Drive – Jack called and was to receive email re: progress on shore stabilization – Section 14

o       no further information on Section 205 flood study

o       Bob Hinga indicated a preliminary finding that there was no water main break which contributed to the destabilization of the river bank

o       Consensus is to use gabion baskets to stabilize river bank

 

·         Section 42

o       West Central will not be involved to any great extent

o       Steering committee is to meet with Granite Ridge on 10/20/09

·         1134 Nelson

o       Closed – profit of perhaps $3,000 to $4,000

·         Officer Nominating Committee

o       President – John Simerman

o       Vice President – Charlotte Weybright/Steve Miranda

o       Secretary – Susan Smethers

o       Treasurer – Chris Ruckman

o       Membership – Cherie Stark

·         Tire Day-Dumpster Day

o       Tire Day – 61 tires at .75 = $45.75

o       Dumpster Day – 13-Step House provided people power

 

NEW BUSINESS

·         DID - Request for WCNA to support library hours so that library could remain open on Sundays during summer – generally the library closes on Sunday from May to September

o       WCNA would support position to keep library open during the summer

o       Motion to keep library open made, seconded, and passed

o       D. Long to send letter to support summer hours

·         Survey of Downtown Architectural Styles

o       The City is hosting a survey on its website to gather input about downtown buildings styles for commercial properties

o       Members were encouraged to go online and complete survey

·         Christmas Party

o       Mark.Mike will work on Christmas Party

o       Motion made to donate $300 for party food, supplies, etc.  Motion seconded and passed

o       Party will be the third Monday – will have short meeting and then hold party
